Human Rights Ombudsman

Attempting to create an image of respect for human rights, many Latin American governments have instituted offices of human rights ombudsmen. These individuals are often charged with receiving, investigating, and reporting on complaints of human rights abuse filed by citizens. Though the ombudsman's office can make recommendations to the President of Guatemala, in reality it has no power to prosecute even the worst of violators.
