Experience
Mr. Manion represents private and public agency
clients with respect to land use matters, including general plan, local zoning
and the Subdivision Map Act. He also regularly advises both public agencies
and private clients on environmental compliance matters involving CEQA, NEPA,
and federal and state endangered species acts.
In addition, Mr. Manion has considerable experience
involving compliance with the federal Clean Water Act, including compliance
with NPDES and wastewater discharge requirements. Mr. Manion has drafted ordinances
and regulations on behalf of local public agencies implementing NPDES water
quality requirements imposed by the Regional Water Quality Control Boards.
Mr. Manion serves as general counsel to the
Montecito Fire Protection District, Montecito Sanitary District, and Housing
Authority of the City of Santa Barbara.
Prior to joining Price, Postel & Parma
LLP, Mr. Manion served as a deputy city attorney for the City of Oxnard.
