A technical note on the government of the Internation.

The government of the United Earth International State is an organic, nearly anarchic form of libertarian socialism.

Jurisdictional Divisions

 

The borders of the jurisdictional divisions of the Internation are fluid, subject only to the Rule of Secession and Annexation, which states:

Any division which is not an enclave may secede from its superior division.

Or conversely:

Any division which is an enclave must be annexed by the surrounding division.

Division may be tiered; that is, one division may have as its members other divisions rather than individual people.

  • If one division annexes another division of an equal level, the members of the latter division become members of the former division.
  • If one division annexes another division of a lower level, the lower division becomes a member of the higher division.
  • If one division annexes another division of a higher level, the higher division is dissolved and its members are annexed.

Legal Obligations

 

The one prohibition (or negative obligation) of the International constitution, known as the Fundamental Law, is:

No person is permitted to act upon another person's body, or upon any physical object owned by that other person, against the will of that other person; except as necessary to prevent or correct the prohibited actions or to enforce the obligations of that other person.

All other actions are permitted. However, not all omissions are permitted, as per the existence of positive obligations.

The two positive obligations of the International constitution, known as the Supplemental Laws, are:

  • Every person is obliged to aid those in personal need by volunteering services to the local Ministries of Emergency and Personal Crime management and prevention, as deemed necessary and equitable by the relevant Ministers and as confirmed by the local Governor.
  • Every person is obliged to aid those in economic need by volunteering resources to the local Ministries of Poverty and Economic Crime management and prevention, as deemed necessary and equitable by the relevant Ministers and as confirmed by the local Governor.

Leadership

 

Each division is ruled by a triumvirate of Archons: a Councilor, a Governor, and an Ambassador.

  • The Councilor of a division is elected from the members of that division by the members of that division, though that can be overruled by the Governor and Ambassador together via a unanimous vote for another candidate. The Councilor is tasked with presiding over all local affairs and with mediating between the members of that division and the division itself, as represented by the Governor.
  • The Governor of a division is appointed from the members of that division by his predecessor, though that can be overruled by the Councilor and Ambassador together via a unanimous vote for another candidate. The Governor is tasked with mediating between members of that division, as represented by the Councilor, and the division of which that division is a member, as represented by the Ambassador.
  • The Ambassador of a division is elected from the members of that division by the members of the division of which that division is a member, though that can be overruled by the Councilor and Governor together via a unanimous vote for another candidate. The Ambassador is tasked with representing that division in all foreign affairs and with mediating between that division, as represented by the Governor, and the division of which that division is a member.

The Governor is ultimately responsible for all executive decision-making on behalf of the division, including approving or overriding the decisions of the Councilor and Ambassador in local and foreign affairs respectively, and appointing the local Ministers and confirming their decisions. However, any decision made by the Governor can be overruled by the Councilor and Ambassador together via a unanimous vote for another option.

In addition to the triumvirate of archons, there is a cabinet of four Ministers, appointed by the Governor (though subject to unanimous veto of the Councilor and Ambassador together), each responsible for overseeing one aspect of civil society:

  • The Ministry of Personal Crime Management and Prevention is tasked with investigating, prosecuting, and if possible, preventing all violations of the first clause of the Fundamental Law; that is, the clause prohibiting actions upon another person's body against that person's will. Crimes such as assault and abduction are handled by this ministry.
  • The Ministry of Economic Crime Management and Prevention is tasked with investigating, prosecuting, and if possible, preventing all violations of the second clause of the Fundamental Law; that is, the clause prohibiting actions upon another person's property against that person's will. Crimes such as vandalism and theft are handled by this ministry.
  • The Ministry of Emergency Management and Prevention is tasked with preparing for, responding to, and if possible, preventing all forms of emergencies, including fires, floods, and medical emergencies.
  • The Ministry of Poverty Management and Prevention is tasked with preparing for, responding to, and if possible, preventing all forms of poverty, providing affordable food, housing, etc, for those in need.

The specific policies and directives of these ministries may vary between divisions, and constitute the only legislative power of the division.

Any decision by a minister must eventually be confirmed (and thus may be vetoed) by the Governor, who may in turn be overruled by the unanimous vote of the Councilor and Ambassador together.
